NOTIFICATION

NO.SO(ME-I)7-1/2026(CIS)(January 2026):
Pursuant to the decisions made in the Post-Graduate Admission Committee (PGAC) meeting held on 06-03-2026, the Competent Authority is pleased to notify the eligibility and scoring criteria under Clause 14(3) and 15 of the Policy and Procedure Manual (PPM) of Post-Graduate Residency of Level-III Programs notified vide No.SO(ME-I)7-1/2024(CIP) dated 15-05-2024, for July 2026 Induction till further orders.

A) Eligibility / Pre-Qualifications

  • MBBS/BDS Degree from an institution duly recognized by PMDC.
  • Certificate of Completion of 12 months mandatory House Job from a PMDC recognized institute.
  • Valid PM&DC Permanent Practicing License.
  • Valid Pass result of PART-I Examination of FCPS / Subject specific JCAT (validity of 3 years from the date of passing till last date of application).
  • Age Limit at the time of application < 40 Years.
  • Provisional license / Exit Exam from the Medical Councils of respective countries of origin from where the candidate has graduated.

B) Scoring Criteria (Total: 30 Points)

i. MDCAT Score – 02 Points

Marks obtained divided by total marks, multiplied by 2.

ii. MBBS/BDS Aggregate of Marks – 15 Points

Sum of marks achieved in all professional examinations divided by sum of total marks in all professional examinations, multiplied by 15.

iii. Position at University/College Level Examinations – 03 Points

Candidates shall be awarded 0.6 marks each to MBBS graduates / 0.75 marks each to BDS graduates for getting 1st, 2nd & 3rd positions in respective college/university in each professional examination conducted at the University level.

Note: The medical/dental college must be a PMDC recognized institution. No marks shall be awarded for any position which is not verifiable.

iv. House Job – 05 Points

Points shall be awarded based on the type of institution where the house job was completed:

Discontinued Criteria:

  • These criteria are no longer valid for inductions for December 2025 / January 2026.

  • Five Marks for Matric / 7 Marks for F.Sc
  • Experience at the primary health care level within hard area Basic Health Units (BHUs) and Rural Health Centers (RHCs) designated by the Health Department (SHCMED) will be evaluated based on a scoring system. A total of 5 points will be allocated for this experience. Points will be awarded at a rate of 1.25 marks for every three consecutive months of service, with a maximum accumulation of points capped at 1 year. This scoring system will come into effect starting from the January 2025 induction specifically for hard area BHUs and RHCs identified by SHMED. See List of these Hard Areas.
  • Five marks for preferring your parent institute i.e. Institute of graduation/teaching hospital (From where MBBS/ BDS was done. This should be among Punjab Govt. Institute. Private Institutes are not included in this.)
  • Five (5) Marks – Experience (it is counted for Punjab Govt. institutes only)
  • Experience will be considered only if the candidate has served for three months or more. (Note: Any duration shorter than three months will not be counted.)
  • Primary Health Care Level (Only BHUs/RHCs under the Health & Population Department): Candidates will receive 1.25 points for each three (03) months of continuous service in the same institute, without any gaps or interruptions. A maximum of one (01) year of experience will be accepted.
  • Secondary Health Care Level (THQ/THQ-level hospitals, civil hospitals/trauma centres, DHQ/DHQ-level non-teaching hospitals, major PESSI hospitals in Punjab with at least 100 beds, Indus Foundation–managed THQ-level hospitals of the Government of Punjab, and Government TB Sanatorium, Samli, Murree). Candidates will receive 0.75 points for each three (03) months of continuous service in the same institute, without any gap or interruption. Experience up to 1 year and 8 months will be accepted.
  • Tertiary Health Care Level (Including PKLI & RC, Multan Institute of Kidney Diseases, Multan, etc.) Candidates will receive 0.5 points for each three (03) months of continuous service in the same institute, without any gap or interruption. Experience up to 2 years and 6 months will be accepted.
  • Jail Hospitals:
  • Morning Shift: Candidates will receive 1.25 points for each three (03) months of continuous service in the same shift, without any gap or interruption, up to a maximum of one (01) year.
  • Evening Shift: Candidates will receive 1.50 points for each three (03) months of continuous service in the same shift, without any gap or interruption, up to 10 months.
  • Night Shift: Candidates will receive 1.75 points for each three (03) months of continuous service in the same shift, without any gap or interruption, up to 8 months and 18 days.

    The experience marks (for BHUs, RHCs, DHQ/THQ hospitals, jail hospitals) have been discontinued for the June–July 2026 induction as per the 17 March 2026 notification. Similarly, the matric/FSc marks and parent institute preference have also been removed from the scoring criteria.
